PCSX2 v2.7.443 Expands DX12 Framebuffer Optimization Backported from GL/DX11

PCSX2 v2.7.443 was recently released, featuring an expanded framebuffer optimization for its DirectX 12 Graphics Synthesizer (GS) backend. This update integrates a change previously present in the OpenGL and DirectX 11 rendering paths, aimed at improving the accuracy or performance of DX12 rendering. The release note states, "Expand the fb optimization hit detection backport from GL/DX11."
